some clinical research organizations already implement regulations so straight that delays and complexity discourage new projects...
in France, for instance, medical biologists cannot bear a clinical research project!!! even if they are intitiators, conceptually, the only one competents...
So far this year the Wellcome Trust, the Medical Research Council and the European University Association have publicly spelled out the problems the changes would cause for science.
